Even if the baby’s item has only been used for several months, it could still pose a risk. Secondhand products aren’t required to be registered with the Consumer Product Safety Commission, unlike new products. Therefore, there’s no way to determine whether a product is subject to recalls–which can happen due to any reason, ranging from design flaws to a manufacturer’s failure to comply with federal standards. This rule establishes a mandatory standard for strollers and cars in accordance with section 104 of the Danny Keysar Child Product Safety Notification Act, as amended by the Consumer Product Safety Improvement Act of 2008 (CPSIA). The rule incorporates the most recent voluntary standard, ASTM F833-13b developed by the American Society for Testing and Materials. It also establishes requirements and testing methods to minimize the risk posed by these products. CPSC staff worked closely with ASTM stakeholders in the development of this rule.
